Health Insurance and Crous are committed to the health of students in Burgundy-Franche-Comté

The 8 primary health insurance funds and the Regional Center for University and School Works (Crous) Bourgogne-Franche-Comté signed a partnership agreement on November 26 in order to support students in the region in their access to access tohealth and prevention.

This signature took place in Dijon in the premises of the CPAM of Côte-d'Or, in the presence of the directors of each CPAM of the Region and the Director General of Crous Bourgogne Franche-Comté. It translates the reciprocal commitments of'Health Insurance and Crous to promote access to student rights, including international students, act on difficulties in accessing care or renouncing care and strengthening information and student support for students.

Student health as shared concern

According to the National Observatory of Student Life - 2020 benchmarks, students have a representation of their state of health which is positive on the whole.But this judgment varies according to the age, sex, nationality or profession of parents.Students, international students and students of modest social origin declare themselves proportionally less often in good or very good health.

A third of students declare that they have given up at least once for exams or medical care in the last 12 months for financial reasons (17 % have given up seeing a specialist, 16 % a general practitioner or a dental and 11 % of studentsa gynecologist).Whatever the type of care, young women give it up more often than young men and financial reasons are not the only ones mentioned (such as the lack of time or the wait too long to obtain an appointment).It should also be remembered that almost one in three students (31 %) presented the signs of psychological distress during confinement in 2020.

For all these reasons, students' health is a shared public health issue.

• Strengthen the health information of all students

Health insurance and Crous are committed to strengthening and developing student health information, by providing them with advice on the health system, the right reflexes to adopt (create an Ameli account, etc.) or in theirproposing prevention actions dedicated to young people.Campaigns and messages will thus be regularly disseminated on the media of partners or during events on campuses as part of student life.

The multi -service office (BAM), implemented by the Crous on the university sites of the region, is a tool at the service of this approach.It brings together, in a single counter, all organizations and institutions in the territory with which students must carry out formalities at the start of the academic year.This temporary system, operating on a "peer peer" communication mode, allows students to take steps directly from various organizations including the CPAM and offers specific support to international students.

• Help students who need them

The social service of Crous Bourgogne-Franche-Comté is mobilized to deal with the psychological and financial difficulties of overall support for students.Several levels of difficulties such as access to rights, the absence of resources related to student job losses, loneliness and dropping out are regularly identified by this service.

The Crous social service is for students an essential contact that acts in concert with territorial partners such as CPAMs.Thus, students in difficulty and who need support - to find a doctor or to do a health process for example - can be oriented directly to a health support advisor by their CPAM by CROUS.

Some CROUS collaborators (reception agents, animators in residence, social service, etc.) will, to do this, trained by the CPAMs of the region in order to be able to compensate for the renunciation of the care of students and inform them in a facilitating approachand proximity.Specific and secure exchange circuits will allow CROUS and CPAM teams to exchange and collaborate on the management of specific situations.

Note that international students, identified as an audience in great difficulty, both in terms of studies and material terms, are thus accompanied in their specific registration approach with health insurance when they arrive in France.

Obviously reaffirmed with the health crisis

Since 2019 and the resumption of the special student social security scheme by the general scheme, health insurance has implemented a specific health support strategy for young people. In Côte-d'Or and in the Territoire de Belfort, already more1,400 students aware of the restaurants

The collaboration between health insurance and the Crous has already produced its first effects in Côte-d'Or and in the territory of Belfort:

From September to mid-November, according to the territory, CPAM advisers have carried out awareness-raising actions in restaurants and university residences in Dijon and Belfort with students.They were thus able to be accompanied on the CPAM student service offer, and many Ameli accounts have been created. By elsewhere, CROUS staff (civic services and reception agents) were trained in the right reflexes "insurancedisease ”to relay them to students during their registration procedures.These training courses will also continue in 2022.

In Saône-et-Loire, scholarship students can benefit from mutual assistance

Student students, aged 16 to 28, can request financial assistance with the CPAM of Saône-et-Loire to pay their mutual health insurance.The award conditions are specified on Ameli.fr.

In Haute-Saône, already 120 students sensitized during the integration day organized in Vesoulde its side, the Crous Bourgogne-Franche-Comté, operator of the student life of the State, leads to improve the living conditionsAnd students' studies, promote their development and facilitate their journey towards autonomy and employment.It ensures its public service missions alongside all students in the region in a strong dynamic of the territory.

Beyond the actions carried out within the framework of the life of the campuses, he thus strengthened his support for students throughout the health crisis by accompanying them by a proximity follow-up and the actions carried out with the partners (CPAM, ARS,Universities health services, etc.), notably around prevention and reduction in health and mental health risks.

The signing of this convention on a regional scale formalizes the collaboration between the CPAM and the Crous Bourgogne-Franche-Comté, the sharing of their expertise to meet the specific needs of students, a very largely proven approach, especially during the health crisis.
