I. DELIBERATIONS

I.1. IN THE TITLE OF THE MINISTRY OF TERRITORIAL ADMINISTRATION, DECENTRALIZATION AND SECURITY

The Council adopted a decree appointing Police Commissioners. The adoption of this decree allows the appointment of sixty (60) Commissioners of Police in order to devote their passage to a higher rank in application of the provisions of article 78 of law n ° 045-2010 AN of December 14, 2010 on the status of the national police personnel.

I.2. IN THE TITLE OF THE MINISTRY OF INDUSTRY, TRADE AND CRAFTS

The Board adopted a report on the restart plan for Brasseries du Faso (BRAFASO SA). This plan follows the framework agreement signed on December 23, 2011 between the State of Burkina Faso and the restructuring of the industrial tool with a view to its effective restarting and State participation in the share capital of the said company. The Council instructed the ministers concerned to take the appropriate measures for the mobilization of the resources necessary to allow effective restart of the BRAFASO SA company in accordance with the State policy of promoting the private sector and jobs.

I.3. IN THE TITLE OF THE MINISTRY OF SECONDARY AND HIGHER EDUCATION

The Council adopted two (02) reports.

The first report relates to three (03) decrees. The first decree creates forty-four (44) higher education jobs at the University of Ouagadougou for the year 2014, including seven (07) tenured professors and tenured university hospital professors, ten- nine (19) jobs of Associate Professors and Hospital-University Professors, eighteen (18) jobs of Assistant Professors and Assistant Professors Hospital-University. II. ORAL COMMUNICATIONS

II.1. The Secretary General of the Government and of the Council of Ministers made a communication to the Council relating to the participation of His Excellency Mr. Michel KAFANDO, President of the Transition, President of Faso, on January 30 and 31, 2015 in Addis Ababa, Ethiopia, in the 24th ordinary session of the Heads of State and Government of the African Union, under the theme: "year of women's empowerment and development of Africa for the realization of the 2063 agenda of the African Union ".

The Secretary General of the Government and of the Council of Ministers also gave the Council an assessment of the participation of His Excellency Mr. Michel KAFANDO, President of Faso, President of the Transition, at the 18th ordinary session of the Conference of Heads of State and meeting of the West African Economic and Monetary Union (UEMOA), held on January 18 and 19, 2015, in Cotonou, Benin. During his stay, the President of Faso and his WAEMU peers discussed on the level of application of the policies and reforms adopted at the institutional, macroeconomic and sectoral levels. The Heads of State also gave guidelines for a significant advancement of the integration process. The Secretary General of the Government and of the Council of Ministers also informed the Council of the organization by the Community of Sahel-Saharan States (CEN-SAD) in collaboration with the Hans Seidel Foundation, of a capacity building seminar for actors of the Democratic Transition in Burkina Faso, in the third week of February 2015 in Ouagadougou.

II.2. The Minister of Economy and Finance made a communication to the Council relating to the signing of four (04) loan agreements, three (03) of which are intended for the financing of State projects, one for the benefit of the Textile Fibers Company (SOFITEX) and a tripartite cooperation agreement between the National Office for Water and Sanitation (ONEA), the Islamic Development Bank (IDB) and the Moroccan Agency for International Cooperation (AMCI). Worth approximately 109 billion CFA francs, these signed agreements will allow: The construction and asphalting of the Kantchari-Diapaga-Tansarga-Benin border road; The financing of phase II of the drinking water supply to the city of Ouagadougou from the Ziga dam; Rural electrification by photovoltaic system of 41 villages in six (06) Regions of the country (Boucle du Mouhoun, Sahel, South-West, Center-North, East and Centre-East); The financing of the activities of the 2014-2015 cotton campaign of SOFITEX.

II.3. The Minister for the Advancement of Women and Gender presented a communication to the Council on the commemoration of International Women's Day on March 8, 2015 in Ouagadougou, under the theme: "economic empowerment of women: access to vocational training and employment”. The commemoration is placed under the very high patronage of His Excellency Mr. Michel KAFANDO, President of the Transition, President of Faso.
